MT Spook likely to come alive - Kind attention members and representatives of AIGETOA
It is understood that some vested interest in BSNL top Management are once against trying to put forward the external recruitment of fresh candidates as MT. BSNL has already recruited professionally qualified candidates at executives level in the name of JTO/JAO, they must be groomed and deserve promotion to top management post. There is no justification for any other external recruitment of fresh candidates. Some vested interest in BSNL have hide this fact that BSNL has already recruited professionally qualified candidates at executives level just to justify the deputation of ITS officers and now MT recruitment is nothing but just the consequential effect of the same.
Just imagine the situation when one similar qualified young candidate having "zero experience" will be recruited as MT and posted over us having more than 12 years of service experience. This will not only create ludicrous situation for us but also disaster for the company. This association has single stand that, there is no justification for recruitment of fresh candidates at two executive levels.
This is to admonish such vested interest that this association has so far endowed a lot in this fight and committed till the last drop of hemic. All the branch representatives and members are appealed to start massive campaigning among the executives and get them ready for gathering at BSNL CO in short notice. Remember this association has already conveyed to DOT and Hon'ble Minister about such vested interest in BSNL and now it require to bundle our voice which is only possible through mass protest/unrest.

Update on Joint Committee Meeting held on 17th Nov 2014 at Corporate Office, New Delhi :
GS Sh R P Shahu, AGS Sh Amit Roy and VP Sh Mantosh Kumar attended the joint committee meeting on time bound function promotion in line with CPSE hierarchy and pay scale on dated 17th Nov 2014. Some fruitful and progressive discussion on time bound functional promotion has been taken place. Members from official side were receptive on this issue and associations has been asked to submit joint framework on how to introduce this policy which improve the performance as well as fulfill the aspirations of the executives without disturbing the existing benefits. Next meeting will be held after 15 days.
On issue of standard pay chairman of the committee conveyed that in the internal meeting among the members from official side most of them were in the opinion to extend E2 and E3 pay scale for JTO and SDE equivalent if it is not having any cascading effect i.e. if it does not affect pay scale beyond E3. Association side conveys that it will defiantly having cascading effect as pay scale will shift one scale above up to E5. Association side also submitted the cabinet note in which it is clearly mentioned that pay scale of MTNL and BSNL cannot be different if pay will be upgraded to one scale above up to E5 in BSNL it will be at par with MTNL. Official side mentioned that this committee does not have mandate to disturb the higher pay scale than SDE hence this need to be discussed with CMD BSNL. Association side categorically mentioned that finalization of standard pay scale for JTO and SDE equivalent is obligatory and it cannot be downgraded hence upgradation of pay scale is only solution. It has to be finalized even it has cascading effect moreover upgradation of all the pay scale up to E5 will also fulfill the proposal of cabinet note for equalization of pay scale in MTNL and BSNL. Official side conveyed that this issue will be discussed again after consulting CMD BSNL and continue this meeting after one month.

This was only possible due to continuous persuasion of our All India Vice President Sh Mantosh Kumar and kindness of recruitment cell of BSNL CO. G.M. (Recruitment) Shri Dev Kumar Chakravorthy has taken personal pain in removing all the hurdles and notified on committed date. This association extends special thanks to whole recruitment cell of BSNL CO specially G.M. (Recruitment) Shri Dev Kumar Chakravorthy. Now members are requested to put their best effort to qualify against all the vacancies. Remember, first two batch of DR JTO got this chance after 10 years but our younger DR have got this chance much before even some may get this chance just on completion of 3 years. UPDATE ON VARIOUS ISSUES:
In our last meeting with GM (Recruitment), he has assured us to take final decision before 13th Nov-2014 for notification on LDCE for SDE (T). Meeting with associations on implementation of time bound functional promotion in tune of CPSE cadre hierarchy will be held shortly. Association is pursuing hard for amicable resolution on JAO to AO Promotion, pay scale, pay parity, 30% superannuation, uniform first time bound up gradation in four years etc. This association is very much hopeful that BSNL top management and Board will recognize the frustration of the executives due to long pendency of these issues and will resolve in time bound manner. This association is very shortly planning to have meeting with all executives association to make consensus for organizational action together if these issues are not resolved amicably in short time.
Friends, there is only options available with us for resolution of our very justified issues is either may god give the sense of understanding of the issues to concern authority so that issues can be resolved amicably on merit or all of we must get ready to sacrifice our everything in the fight for justice. For the first option we can only pray but the second option is very much in the hands of us. It is worthless of thinking that how much time and sacrifice it will take to reach destination but it is very much worthy of thinking that how much distance we have traveled towards destination. Certainly we have traveled a lot towards the resolution of the issues mentioned above.

Some association has become so desperate that they have even forgotten that Mr Y. B. Thippesh, is acting GS NTEA and similarly Mr. R. C. Vasanth Kumar, is acting CS NTEA Karnataka. Anyways everything is fair in love and war, but whether we are at war with anyone? From our side No, as we are not even contesting this referendum, we are just extending our support to a hand which come ahead for extending mutual support. But it gives us immense pleasure to see that how important AIGETOA i.e. DR fraternity has become, that other association in desperation are trying to attract DRs through cheap tactics. A humble advice, Instead of following these cheap tactics if someone really wants to attract DRs they should work for the betterment of DRs.

Details of AIGETOA Meeting with GM (Estt.) :
Vice President AIGETOA Sh Mantosh Kumar along with Shri Surinder Mahar met with GM (Estt.) to follow up the issue related to EPF contribution for training period. Shri Surinder Mahar informed GM (Estt.) that he himself has filed this case to the EPF commissioner against BSNL and decision came in the favor of direct recruits. Later on BSNL has filed appeal in Chennai High court and again decision came in favor of direct recruits. But instead of implementing the directions of Honorable High court, BSNL again filed a defective appeal to the divisional bench but the case was not pursued. We strongly submitted that BSNL is just using judicial provisions as delay tactics against the interest of direct recruits. GM (Estt) patiently listened to us and told that due to holidays and thereupon busy schedule he was unable to study the case but he assured that he will look into the matter and called us in next week for the issue.
GM (Estt.) also informed that he has hold internal meeting regarding standard pay scales and second meeting is also planned in next week. Association has reminded him about his assurance for resolution of pay scale issue by the end of this year. Sh. Surrender Mahar told to GM (Estt.) that almost 8 year out of ten year tenure of pay commission have passed and insisted that issue needs to be resolved at the earliest. GM (Estt.) assured for the resolution of the pay scale by the end of this year.
Regarding rule-8 transfer cases, GM (Estt.) informed that he has asked CGM (WB) and GM (Admn.), WB, during their visit to BSNLCO to initiate the rule -8 transfer cases against the LICE passed JTOs in line with other circle and expedite the rule-8 cases approved by his predecessor and CGM(WB) was in agreement for the same.

GM (Recruitment) informed that he himself is concerned for early conduction of exam and recruitment cell is working in mission mode for the same. For LDCE he informed that, there are some hurdle in notifying LDCE which may cause legal problem but notification may come by 13th Nov-2014 after getting resolution of the hurdle. Association insisted for early notification as long time has already passed since last LDCE, GM (Rectt.) assured that he will try to make it done by end of this month. GM (Recruitment) said that not only LDCE but other exams like Special recruitment drives (SRDs), JAO, MT etc. are also in pipeline. It was also informed by GM (recruitment) that the process for online examination year to year basis is under process and by next financial year (2015-16) a fixed calendar for all the examination will be available. It was also informed by GM (Recruitment) that Recruitment cell has forwarded note to Establishment regarding special recruitment drive in North east and Assam Circle Cell for further administrative approvals so that shortage of man power can be managed in these areas. Association side has welcomed the concept and assured all possible cooperation to get through this special recruitment drive.

Updates of AIGETOA Meeting with Hon'ble MOC Shri Ravi Shankar Prasad Ji :
GS Shri R P Shahu, All India President Shri Ravi Shil Verma, AGS Shri Amit Roy, Vice President Shri Mantosh Kumar and CWC Member Delhi Circle Shri Shubendu Sharma met Hon’ble Minister of Communications Shri Ravi Shankar Prasad ji in presence of Hon’ble MP Shri Jagdambika Pal ji on 26th September 2014. Hon’ble Minister specified that AIGETOA is the first association with who he has met and for that we should be thankful to Shri Jagdambika Pal ji but for him this meeting would not have taken place. The meeting lasted for around 15-20 minutes.
Shri Jagdambika Pal initially briefed the Hon’ble Minister about the direct recruits and about the problems and hardships faced by us in our entire career of BSNL. Shri Pal told minister that this is the group which will play a key role in the revival of BSNL but unfortunately they have been marginalized by BSNL management. Hon’ble MoC then asked us to explain the issues in detail. The meeting was quite interactive with minister asking for several inputs in regard to the issues. Minister asked us whether the group belongs to Indian Telecom Service. We apprised the minister that we were recruited after formation of BSNL and till then we have been manning all the important services of BSNL. Minister also asked us when the first recruitment took place and how many batches have been recruited till date. In the brief time which was made available to us, our team apprised the hon’ble minister about the burning issues of Pay scale, Pay Parity, Superannuation benefits and lack of promotional avenues for the direct recruits. We were able to explain to the minister that BSNL is not having any dearth of talent and the need is to have a proactive management which can utilize the potential to its fullest.
Hon’ble minister asked for our view on the revival of BSNL. GS Shri R P Shahu, All India President Shri Ravi Shil Verma, AGS Shri Amit Roy, Vice President Shri Mantosh Kumar and CWC Member Delhi Circle Shri Shubendu Sharma met Hon’ble Minister of Communications Shri Ravi Shankar Prasad ji in presence of Hon’ble MP Shri Jagdambika Pal ji on 26th September 2014. Hon’ble Minister specified that AIGETOA is the first association with who he has met and for that we should be thankful to Shri Jagdambika Pal ji but for him this meeting would not have taken place. The meeting lasted for around 15-20 minutes.
Shri Jagdambika Pal initially briefed the Hon’ble Minister about the direct recruits and about the problems and hardships faced by us in our entire career of BSNL. Shri Pal told minister that this is the group which will play a key role in the revival of BSNL but unfortunately they have been marginalized by BSNL management. Hon’ble MoC then asked us to explain the issues in detail. The meeting was quite interactive with minister asking for several inputs in regard to the issues. Minister asked us whether the group belongs to Indian Telecom Service. We apprised the minister that we were recruited after formation of BSNL and till then we have been manning all the important services of BSNL. Minister also asked us when the first recruitment took place and how many batches have been recruited till date. In the brief time which was made available to us, our team apprised the hon’ble minister about the burning issues of Pay scale, Pay Parity, Superannuation benefits and lack of promotional avenues for the direct recruits. We were able to explain to the minister that BSNL is not having any dearth of talent and the need is to have a proactive management which can utilize the potential to its fullest.
Hon’ble minister asked for our view on the revival of BSNL. MEETING WITH GM (ESTT.) TO DISCUSS THE ISSUES OF PAYSCALES AND THE ONGOING DEPUTATION ISSUE:
VP AIGETOA Shri Mantosh kumar, CWC Member Delhi Circle AIGETOA, Shri Shubhendu Sharma along with GS AIBSNLEA, Shri Prahlad Rai met with GM (Estt.) to discuss the issues of payscales and the ongoing deputation issue.
As regard to the Pay scale issue, as the matter has been referred again to the committee constituted earlier in view of the denial of intermediary scales by DPE, Association side wanted to know the status of the deliberation of the committee. It was informed by GM establishment that the meeting is scheduled for next week to discuss the matter. Association side apprised GM establishment of the continued frustration of the executives and requested for an early settlement.
In regard to the transfer issue of JTOs, GM (Estt.) assured that genuine cases of i.e. spouse, medical cases may be considered for further extension based on the merit. Association pointed out that, if timeline is followed in case of deputation, the same should be extended to Rule-8 cases also as more than 1500 Rule- 8 cases are still pending all over India and officers are waiting for more than 12 years for the rotation of place/profile.
GM (Estt.) was of the impression that almost 80% cases of inter-circle transfers (Rule-8) are settled and for example he quoted that there is no pending Rule-8 case in Gujarat Telecom Circle till May, 2014. Association side pleaded that ground realty is just opposite to the impression and submitted that there are few circles i.e. Assam, Punjab, and West Bengal Telecom Circle where most of the Rule-8 applications are pending. Making the situation hostile, SSA heads are not even forwarding Rule-8 applications for further disposal in view of long queue.
GM (Estt.) has said that association should come with the data after 7th October, 2014 and he assured to look into the matter and take up with CGMs of concerned circle.

Our main concern are :
Our main concern are :
- Pay scale of all executives of BSNL must be upgraded at par with MTNL executives along with notional pay fixation on point to point basis from 01-10-2000. Deference amount must be paid to all BSNL executives as arrear.
- As absorbed executives/non-executives of BSNL and MTNL both are already covered under Central Government pension scheme, 30% superannuation benefit as ordered by DPE must be extended to all direct recruits executives/non-executives (who are not covered under government pension scheme) of BSNL and MTNL from Oct-2000.
- BSNL and MTNL both must formulate common executives promotion policy before merger in such a way that seniority and availability of post can be delinked and time bound functional promotion up to SG-JAG level can be extended to executives. This will not only end hundreds of litigation on seniority issues already exist or likely to exist on merger of BSNL and MTNL but also fulfill the commitment made to the executives in terms of absorption condition.

This is not only depriving the family of deceased but also challenging the loyalty of the working employees of BSNL.

ALLOTMENT OF UAN (UNIVERSAL ACCOUNT NUMBER) BY EPFO:
EPFO has launched a Universal Account Number (UAN) driven Member Portal to provide a number of facilities to its members through a single window. Member has to activate his/her registration to avail various facilities such as UAN card download, member passbook download, updation of KYC information, listing all his/her member ids to UAN, file and view transfer claim. As of now, only active members, for whom employer has uploaded the Electronic Challan-cum-Return for the wage month of Jan 2014 onwards (who have been allotted UAN) would be able to register themselves on UAN driven Member Portal. For registration, member has to obtain UAN from his/her employer alongwith member ID. Member’s mobile number would be required to activate registration.

A joint meeting of AIGETOA and AIBSNLEA of Tamilnadu Circle was held at Trichy on 22-07-2014. The meeting discussed the items on Agenda and took decisions to implement in the days to come. The meeting was presided over by Com.Victor Samson, Circle President of AIGETOA,Tamilnadu Circle. CS and CPs of both Associations have participated. All the participants expressed their happiness over the MOU reached between the two Major Executive Associations. We will face Membership verification jointly and the recognition we will get will definitely pave the ways for settlement of long pending problems and open new path for our Career prospects. The SSA Branch Secretaries are requested to approach the Office Bearers of AIBSNLEA to form co-ordination Committee in their respective SSA on the basis of the guidelines given by the both Circle Associations as mentioned in the following Minutes. Message from General Secretary
Dear Direct Recruits Executives of BSNL,
All of you are well aware of the mission and vision of your association i.e. AIGETOA. Still it is felt that there are some questions in the mind of general members. The foremost question amongst them is that “what are the achievements for direct recruits so far through this platform”? This question was doing the rounds in my mind also for quite some time. Let us try to find the answer for the same.
This association was formed in Nov-2005 with some visionary directs recruits amongst us with the vision and mission to represent the issues of direct recruits as our service conditions were very different from majority of the executives in various aspects. Whether and to what extent have we been successful? Just go through the facts mentioned herein and you will find your own answers.
Dear direct recruit colleagues, you just decide how long we shall fight individually, in small groups, event and issue selected participation etc. when our vision and mission are same. Let us come together all at a time and give strength to your own association so that ice can be broken. It is justified to show your anger to any individual leaders of AIGETOA but it is highly unjustified to show anger with your own association. Remove the leaders who are using this association to satisfy their vested interest and personal aspiration but don’t finish this platform which is meant for your welfare.
This association while maintaining its identity, has decided to jointly fight for the issues of executives. Let us come together and show the power of unity so that we can be identified as king makers. Some of our issues are different than basic membership of AIBSNLEA but they are not contradictory, hence we have come together. If AIBSNLEA wins the forthcoming referendum process and became the largest executives association in BSNL, it will certainly give additional strength to AIGETOA.
SURVIVAL OF ANY ASSOCIATION IS POSSIBLE ONLY WITH RESPONSIBLE LEADERSHIP, COMMITTED MEMBERSHIP AND THEIR REGULAR SUBSCRIPTION. LET US START WITH SOME BASIC WORK OF ASSOCIATION TO BUILD THE SYSTEM SO THAT WE CAN WORK EFFICIENTLY.

All Circle Secretaries must prepare membership register of their Circle in the attached format and send the soft copy to [email protected] along with hard copy singed by CS to before 25th July-2014. Click here for format
All Circle Secretaries must get the AIGETOA Circle account audited up to financial year 2013-14. They must send the copy of audit report for last three financial years and send one hard copy before 25th July-2014.
All individual direct recruits’ executives must again fill the membership application form attached herewith and submit the same to district secretary of their area. Members must deposit the subscription fee for the period of Aug-14 to March-15 in advance through DD/Pay Order/Cheque/internet etc in favour of AIGETOA CHQ (Axis Bank A/c No. 007010100808101) and same must be filled in application form. District Secretaries must collect the duly field application form along with subscription fee from Aug-14 to Mar-15 from every individual of direct recruits. This work must be done before 31st July-14.

This association was formed in Nov-2005 with some visionary directs recruits amongst us with the vision and mission to represent the issues of direct recruits as our service conditions were very different from majority of the executives in various aspects. Whether and to what extent have we been successful? Just go through the facts mentioned herein and you will find your own answers.
- First achievement of AIGETOA was the stipend arrear of about Rs 14000 against revised IDA pay scale which all the 2001 and 2002 batch colleagues were paid. This was very meager amount as far as the volume is concerned but other association were not even aware about this issue due to lack of concern as their basic members were not benefitted out of it.
- Second achievement was the EPF contribution on full Basic+DA and resolution of various EPF anomalies for all direct recruits. Despite of clear order, most of the field units had restricted the EPF contribution on Rs 6500/- and that too with several anomalies. This issue had been raised by some individual direct recruits on the platform of other associations but was remain unaddressed. AIGETOA gave a platform to raise this issue collectively and finally most of the issues have been resolved. Most of the anomalies in maintaining EPF account are also resolved. This is the greatest achievement of this association else our social and future security was in danger. We are very much sure that we shall be able to resolve the remaining anomalies also with your support.
- Third achievement was 30% fitment to 2005 batch colleague. We do agree that there had been several efforts from other fronts also but initiation and raising the issue up to the level from where issue gets resolved was only possible due to existence of this association. If you go through the documents pertaining to the resolution of these issues, you will get the answer that AIGETOA was the root cause of getting this issue resolved.
- Retention of unjustified transfer in LDCE-2007 and conduction of LDCE-2014, bonus marks against wrong answers, declaration of result, overnight posting and retention of most of the candidates against unjustified transfer was only possible due to the existence of AIGETOA.
- About 1600 LDCE vacancies were diverted from LDCE quota to seniority quota which was restored only because of AIGETOA.
- Stopping of external MT till date and appearing in DGM exam to show our talent was only possible due to existence of this association. If external MT would have come, we would have lost our status of direct recruit executives.
- Management had made all the preparations for reverting some of our colleagues who got promoted citing court cases and judgments but it was the efforts of AIGETOA only which prevented management from doing this. There are various other achievement of AIGETOA which cannot be ignored like, execution of Rule-8 transfer, E1+5 as an interim benefits etc.
- 30% superannuation benefit, Pay parity, E2/E3 pay scale for JTO/SDE equivalent, CPSE cadre hierarchy, uniform time bound upgradation in four years etc. are some of the issue which we could not be achieved so far but these issues have already been raised by this association up to an extent from where achievement is the only destination. We do agree that resolution of these issues have taken time beyond our expectation but Come what way nobody can stop us before reaching to destination of resolution. We are fully committed to resolve these issues and we will leave no stone unturned for the same.
- The biggest achievement of AIGETOA is that it made us aware of our dues, our rights, our facilities. It was the deep study by our group which apprised each and every member about the injustices that are being met out to the Direct Recruits. It is the achievement of AIGETOA to prevent the management and other groups from making the direct recruits as sacrificial lambs. It is the achievement of AIGETOA that nobody dares to touch us. It is the achievement of AIGETOA that policies are being framed keeping DRs in mind. It is the achievement of AIGETOA that even other associations considers us as their most important assets.
- Last but not least, AIGETOA has given you the platform where we all qualified executives unite together and serve the nation maintaining self dignity and pride.

Detail of All India General Body Meet of AIGETOA held in 11th and 12th July-14
All India General Meet /CEC of AIGETOA (All India Graduate Engineer Telecom Officers Association), is held at Sabhagar, Eastern Court, New Delhi under the chairmanship of All India President Shri R P Shahu. Representatives from almost all the Circles were present.
Agenda of the meeting were as under:
The members and post bearers present after discussion resolved unanimously that as per the government rules, the society AIGETOA (All India Graduate Engineers Telecom Officers Association) should get itself reregistered under Haryana Registration and Regulation of Societies act 2012. The members present unanimously adopted the model byelaws and memorandum as given in Haryana Registration and Regulation of Societies act 2012 in original. All members present accepted, adopted and passed the new byelaws and memorandum and authorized the General Secretary, President and Treasurer to sign on the new bye laws and memorandum.
Shri. R P Shahu and Shri. Ravi Shil Verma have already proposed to resign from their posts i.e. President and General Secretary respectively which Central Executives Committee of AIGETOA accepted. However, the house was of the view that in the best interest of the members and issues, both the leaders should continue. Thereafter, all the Representatives present in the meet unanimously elected Shri. Ravi Shil Verma as President and Shri. R P Shahu as General Secretary of AIGETOA CHQ.
